Shadow Chancellor of the Exchequer pledges conservative party would cut Whitehall emissions 10 per cent

Shadow Chancellor of the Exchequer George Osborne pledged that a Conservative Government would cut central government emissions by ten per cent within 12 months of coming to office, allegedly saving taxpayers £300m a year.
