Designing infrastructure that does not demand the use of individual personal transport is a good medium term strategy. We also need to be pushing less car around. High utility factor is important (less vehicle/more cargo). The compact Pivotal hydrogen engine is a strategic technology for low mass vehicles. Battery vehicles will have their place in the market but will never meet the need for versitile long range transport.

Simple points missing:
There is no restraint on the building of out of town shopping, hospitals, schools, business parks, closing local facilities.

Once you have a car, it will be used, so you need to work on ways of stopping people buying cars.
