		<description>Designing infrastructure that does not demand the use of individual personal transport is a good medium term strategy.  We also need to be pushing less car around.  High utility factor is important (less vehicle/more cargo).  The compact Pivotal hydrogen engine is a strategic technology for low mass vehicles.  Battery vehicles will have their place in the market but will never meet the need for versitile long range transport.

There is no restraint on the building of out of town shopping, hospitals, schools, business parks, closing local facilities.

Once you have a car, it will be used, so you need to work on ways of stopping people buying cars.
