Obama offers $100bn developing world climate funding by 2020

US president Barack Obama has offered to $100bn of funding to help developing nations mitigate the impact of climate change, if it is part of a wider accord. Speaking in Copenhagen on the final day of the climate change talks, Obama pledged fast-start funding that will ramp up to $10bn by 2012, but said that the larger figure of $100bn by 2020 was contingent on the establishment of a broader framework of cooperation among the international community.

Europe’s biofuels policy costly and protectionist, according to new reportp

European biofuels policy, once motivated by environmental concerns and the desire to shift away from fossil fuels, has become an industrial policy using various measures to protect domestic producers from foreign competition. If the Renewable Energy Directive is implemented in the way the legislation has proposed, the EU is likely to run afoul of its obligations in the World Trade Organisation (WTO), according to a new study of the European Union's biofuels policy by economist Fredrik Erixon.
